The Crime and Disorder Act 1998 represented a significant change in how organisations work together to reduce crime and disorder. Barnsley was fortunate in having a voluntary association in place, namely the Barnsley Crime Preventation Partnership, before the legislation. Moreover, this voluntary association included strong involvement from a range of community and voluntary sector groups.
The continuation of this strong involvement was fostered further through the creation of an umbrella Community and Voluntary Sector Forum as part of the then new statutory Barnsley Community Safety Partnership. Today the Partnership is known as the Safer Communities Partnership and still has a strong commitment to community engagement and involvement.
The Crime and Safety Forum still exists as the community and voluntary sector 'arm' of the Partnership, it is currently under re-structure in order to make the Forum more representative and focussed. The Forum will draw membership from community representatives from Crime and Safety Sub Groups that operate in Safer Neighbourhood Team areas. It will also incorporate members from organisations such as Voluntary Action Barnsley, Neighbourhood Watch, Federated Association of Tenants and Residents and Barnsley Black and Ethnic Minority Initiative (BBEMI).
Safer Neighbourhood Teams '3 tier' model of engagement
Crime and Safety Subgroups
Crime and Safety Subgroups are community led neighbourhood based groups that usually meet monthly in the locality that they cover. They exist to co-ordinate community and voluntary groups activity to tackle Crime and Disorder issues. Members of the public are also free to attend and contribute to the meeting. Officers from the Safer Neighbourhood Team attend these meetings. This is one of the primary ways in which the community can influence policing priorites in their communities. The chair or a representative of these meetings will attend a Multi-Agency Action Group (MAAG) meeting in the Safer Neighbourhood Teams base every month.

Multi-Agency Action Group (MAAG) meeting
These meetings are held monthly and attended by a range of agencies (Youth Servi who can contribute to resolving problems of anti-social behaviour and crime related issues that arise in neighbourhoods. These meetings are also attended by representatives of the Crime and Safety Sub Groups that are described above. Those representatives can raise the priorities issues that were brought up at their community meetings. These issues will then be addressed by the range of agencies attending the meeting.
